About Over the Waves
An orphan Kyeong-Su's wish is to meet his mother who's living in Japan. He often attempts to go over to Japan as a stow away but only to fail. Finally, he succeeds in arriving at Japan. Thanks to a correspondent of Korean newspaper who happens to know his story, he meets his mother. The Federation of Korean residents in Japan appeal to the Japanese government to grant him shore leave. But, as the government refuses him to the end, the son and mother have to be separated again.
