When liberty party is growing more violent at the end of its period, Byeong-Tae changes from Seoul to Wun Cheon elementary school in a small provincial town following his father who is a relegated official due to political changes. Eom Seok-Dae, the monitor of the class, shakes Byeong-Tae's point of view. In his empire of power, Seok-Dae reigns as a ruler in the absolute blind obedience of children. When Byeong-Tae is tired of resisting against him and getting familiar with his sweet favor, new teacher in charge who gives a warning of new wave appears in this empire. While he tries to plant honesty, truth and courage in children's mind, Mr. Kim came to know Seok-Dae's mishaps through other boys. However only Byeong-Tae denies Seok-Dae's bad doings.
