At the end of Japanese occupation, a patriot Han-Jung, who is teaching in a middle school then, is chased by a chief police officer of Japanese police department Nam-Bu. One day he and his fellow Jung-In jump in Nam-Hyang's house while they are pursued after due to distributing propaganda bills. Nam-Hyang, who is Nam Bu's mistress, hides Han-Jung but Jung-In is arrested and commits suicide. Han-Jung is caught by Nam-Bu when he goes to Jung-In's grave. He is hospitalized because of harsh torture and finally escapes with a nurse's help. 24 years later, Han-Jung becomes a chief of the metropolitan police. He happened to know that Nam-Bu penetrates in Seoul as a secret agent of North Korea and strongly advises him to surrender voluntarily to the authority. In the end Nam-Bu does what he is told by Han-Jung. Moreover Nam-Bu and Nam-Hyang's son and Han-Jung's daughter become to love each other.
